简介：明嘉靖皇帝欲登仙界，整日祈求长生不老。他受道士王金、申世恩、花非花之骗，降旨要在仙人巷修建灵坛一座，供养女姑花非花奉献的&quot;灵芝仙草&quot;。为建灵坛，工部主事顾造及道士率众锦衣卫强拆民房，搞得黎民百姓惶恐不安。户部主事海瑞巡视民情时，目睹奸臣掠夺民财，他挺身而出伸张正义。梁材奉首辅大臣徐阶之命督察修建灵坛之事，与海瑞相遇，二人同慨百姓的疾苦，共诉嘉靖昏庸无道。来到仙人巷，梁材一眼识破道士、道姑乃是他三年前曾追捕过的三个贼人。梁材很是气愤，欲揭穿他们的诡计。假道士唯恐真面目被揭露，策划谋杀海瑞未遂，罪恶的魔掌又伸向梁材。此时国家外有倭寇进犯，内有朝廷腐败，危机四伏，民不聊生。梁材只因上朝劝谏，一言触犯假道士，被廷仗六十，边外充军……秉性刚直、一身浩然正气的海瑞欲为国分忧，但苦于自己六品小官无法上朝劝谏。他拜见首辅大臣徐阶，望其能劝谏皇上。但徐阶圆滑机巧，不愿冒此风险。海瑞决定置生死于度外，亲自向皇上奏疏。次日，海瑞手托疏本乌纱，一家三口抬棺进殿。众百姓跪拜路旁，望着这位忠心报国的良臣。皇宫炼丹大殿内一派歌舞升平，嘉靖高坐御椅上，接受文武百官奉献贺表。忽然冯保禀告海瑞前来进表，嘉靖阅后怒容满面，下令将海瑞五马分尸。海瑞临危不惧，忠勇地为大明江山面陈辞；为黎民百姓而请命；为清除妖道而直言；为抗倭除奸而疾呼。正当海瑞将遇难时，徐阶巧言劝谏皇帝，皇帝免海瑞一死，降旨海瑞削职下狱。公元1567年，嘉靖皇帝因误服丹药暴卒。…
