严嵩(倪大红 饰)严厉示下严世蕃(张志坚 饰)，为防民变田价不能太低，并责成胡宗宪(王庆祥 饰)处理。严世蕃、罗龙文和鄢懋卿一脸的不情愿，还称自己没有与郑泌昌(甘雨 饰)、何茂才(王戎 饰)同流。沈一石(赵立新 饰)把买田的粮赈济了灾民，田眼见着买不成了，郑泌昌、何茂才大骂沈一石。但二人更担心关在淳安的井上十三郎(三浦研一 饰)把事情捅出去，都得诛灭九族。于是郑泌昌指使何茂才赶在胡宗宪之前，去淳安把井上十四郎押回来，自己则去找杨金水(王劲松 饰)。杨金水正准备让从京城赶来的锦衣卫抓捕沈一石。听说沈一石把买田的粮赈济灾民后，杨金水因恐自己密报失误有欺君之罪，要将事情查个水落石出。不想郑泌昌竟装死抵赖，无奈之下杨金水请出锦衣卫朱七(杨涵斌 饰)。朱七一出，郑泌昌为逃脱罪名谎称自己并不知道沈一石打的什么主意。郑泌昌、杨金水二人又合谋，上疏朝廷把责任推卸在沈一石身上。朱七也向淳安百姓暗访到齐大柱(晋松 饰)通倭实属冤枉，并且老百姓十分感激嘉靖帝“送粮赈灾”和裕王给他们派来了为民作主的海瑞(黄志忠 饰)。
