林荫(张嘉益 饰)越来越觉得所有的行动和工作是如此的不保密和安全，肯定了泄密问题的存在，林荫和政委决定成立单独的专案组。在确定组长的讨论中，赵民(刘钧 饰)和何世中(李建义 饰)再三推荐认为鲁鹏(金鑫 饰)最为合适。林荫决定再次进山考察鲁鹏。在鲁山派出所一切真相大白，鲁鹏当然是为了工作日夜颠倒才让林荫看到办公室休息的那一幕。成立专案组的消息让分局翻了天，关伟(田雨 饰)等怨言满天。陈云亮(廉赛 饰)多次要求加入专案组，鲁鹏说服林荫将他吸纳，但条件是搞好同志间的关系，不许再提内奸的事。任大祥(张会中 饰)怒气匆匆来到分局，批评林荫不及时汇报擅自成立专案组。林荫反击道，换新人员换新思路就是想尽快破案，这没有错。任大祥指责林荫太自以为是便扬长而去。没多久，市委书记蒋万德就把林荫叫到市里，当着任大祥的面对林荫进行批评，并说任用的鲁鹏原来的分局的刑侦副局长，因为犯错误才下调到鲁山派出所的，现在突然把他上调怎么不进行商量。林荫作了解释，说这是他和政委何世中商量的结果。蒋万德更火了，说何世中是老好人，年龄大了，应该提拔个年轻的同志来替换他。林荫知道肯定是任大祥在蒋书记(修宗迪 饰)面前煽风点火了，可他怎么也想不通蒋书记为什么要替任大祥出头。
