沈家李账房知道自己贪污的事情败露，急忙去j院行贿姚仲亭(冯谦 饰)，求助于姚。姚仲亭对如花似玉的沈家女儿沈秀莲(金丰 饰)早有色心，见有机可乘，立即前往沈家要挟沈秀莲，遭沈秀莲怒斥，姚仲亭怀恨在心。

懊恼的姚仲亭在路上突然看到了姜达明(王大奇 饰)，立刻下骄拦住，下令搜姜大明的身，搜出了沈秀莲代写告他姚仲亭的状纸。姚仲亭大怒，命兵丁抓人，被激怒的姜达明三拳两脚打倒兵丁，夺刀逼住姚仲亭，将其押往道台府告官。滨州道台那道台(王一峰 饰)与姚仲亭狼狈为奸，姜达明误将自己送入虎口，被押进大牢。

警察巡长慕德惠接到姜达明失踪的报案，立即派人寻找，同时，贴出告示。伍连德(温兆伦 饰)的助手林家伟(刘华鑫 饰)认为姜达明的失踪于他的特殊血型有关，怀疑是沙俄医院院长普里诺夫(卡尔罗 饰)所为。伍连德和林家伟立即赶到沙俄国医院找到普里诺夫，询问姜达明的下落，遭到普里诺夫的讥讽。丽达(奥丽娅 饰)医生(谢尔盖 饰)不顾普里诺夫的阻拦带领伍连德到医院秘密地下室，仍没找到姜达明，丽达也不能再在医院工作了。

姚仲亭借沈家账房告沈会长(王虎诚 饰)贪污防疫款之名假公济私，把沈会长一家抓进大牢，在牢房中当着姜达明欺辱沈秀莲，姜达明眼见所爱之人受辱而无能相救，激愤地把头撞出了血。
