皇帝召高拱和张居正讨论海瑞的辞呈。张居正力主挽留。正值江南水患，隆庆皇帝便任命海瑞为钦差，巡抚应天八府。高拱让人转交给海瑞一份从江南传到京城的关于徐阶子弟为非作歹的揭帖，暗示这才是海瑞该做的事。张居正则在勉励海瑞在江南大胆实施“一条鞭法”的同时，托他给徐阶带去京城的咸菜疙瘩“春不老”，用意不言自明。已升为御史的戴凤翔由此提醒海瑞：江南的事大不好办，宁可不办，不可乱办。听说海瑞要来，江南一些不法乡绅和贪官污吏大为恐慌。他们忙于上下打点，销毁证据。有的为了不引起海瑞注意，甚至将朱红色的大门改涂成黑色，或是举家外逃。只有告老的徐阶，认为自己于海瑞有恩，对他的到来泰然自若。海瑞轻车简从上任，一路查访民情。他了解到，百姓不仅苦于水患，也苦于乡绅盘剥。一些大户富户，勾结官府，用高利贷和强夺的手段，兼并田地，使农民沦为佃户。他们势压一方，无恶不作，其中就有徐阶的儿子徐瑛和管家徐华。百姓还把他们的恶行编成歌谣传唱。海瑞路过华亭，上门拜访徐阶。徐阶对他说江南民风刁顽，劝他要小心行事，要站在乡绅一边。海瑞到任，从官吏们那里听到的情况和从民间听来的相反，似乎一切都太平无事。他挂牌放告数日，门庭冷落，连一个告状的也没有。他制定的治河方案虽得到朝廷批准，款子也拨下来，似乎一切进展顺利，但他想不到，这些工程款子又都悄悄转到了徐大管家的手里。
