海瑞携全家来到京城，按规定，要先去向首相徐阶报到，却因为没有送上“门包”，管家徐华拒不给他传话，时间一天天拖下来，海瑞不能就任，一家人十分狼狈。最后，他用母亲、妻子的首饰作为礼物给了徐府管家，才算见到了徐阶。徐阶勉励海瑞好好做官，好好处事。海瑞趁机把徐华索要“门包”的事报告了徐阶。徐阶叫来徐华，当面大骂一顿，叫他把首饰立即退还海瑞。徐华因此恨透海瑞。海瑞任职户部云南司主事，接触到了政权中心。他发现，严嵩虽然倒了，朝政却照样没有起色。尤其是皇帝一心修道，祈求长生，大兴土木，弄得国库空虚，连筹来准备解往边境的军饷都被一次次挪用。海瑞为此同他的主官争论起来。他向徐阶反映，徐阶对他表示同情，却劝他还是尊从皇帝的意思办。已改任太子佐官的张居正则把解决问题的希望寄托于今后。只有退休的大学士杨最赞同他的意见，但杨最就因为谏阻大兴土木，偌大年岁几乎被活活打死。海瑞激怒了！他看出，所有问题的症结是在皇帝一人身上，要解决，只有改变皇帝的想法和做法。满朝已有二十年无人敢于直言了，连杨最这样的老臣都遭到延杖，自己一个小小七品主事，这样做会引起什么后果？意见又如何上达天听？他不能不认真考虑。
