县衙公堂。戴县令轻信赵西樵及其家人的一面之词，又因赵侍郎派人催促，急于结案，遂严刑拷打叶江东，下狱问成死罪。海瑞认为叶江东尚有功名在身，不当受此重刑，为学生击鼓鸣冤，当堂把戴县令问了个哑口无言。戴县令恼羞成怒，将海瑞轰下公堂，糊涂结案。海瑞不屈不挠，暗地查明情况，趁巡按徐阶到访学宫，当面状告戴县令枉法循私，草菅人命，荼毒斯文，目无法度。徐阶开始并不在意，当了解到赵西樵之父仍是首辅严嵩的党羽赵文华，他忽然对此案发生强烈的关注。根据海瑞提供的线索，他巧妙引导，终于揭出了赵西樵逼奸其父所买小妾不成，勒掐致死又定计嫁祸于人的真相，使叶生冤案得雪。在海瑞的坚持之下，徐阶将戴县令当场革职查办，但出于他自己的理由，终不肯将赵西樵就地正法，而是决定将其缚送进京，将案子移交给其父和严嵩处置。这引起海瑞对徐阶的不满，在送别酒宴上，他借献诗当众讥刺徐阶。
