龙须沟，治理臭狗的队伍纷纷到来，老百姓们看到了希望，但还不忘质疑。程疯子(李成儒 饰)为了让王大妈(蔡雯艳 饰)放下心中对大春(温文 饰)的挂念和担忧，自拟了一封平安信寄到了龙须沟。平安信倒是安抚了王大妈，不料被二春(闫婕 饰)以及其他的街坊四邻信以为真，程疯子百般无奈。清晨，二春和街坊四邻来到了邮局和派出所查看大春信件的原委才得知是程宝庆自编自导哄王大妈开心，但王大妈想女心切，急待知道女儿大春的下落。龙须沟，大家又担心起了修沟的事，一条臭沟又牵出了丁四(杨平友 饰)嫂对死去的小妞子(张子枫 饰)的思念。黑旋风(张会忠 饰)派冯狗子(孙一理 饰)枪杀赵大爷(姜华 饰)和刘巡长(张双利 饰)，被早已部署好的孙新(李大海 饰)及时发现，提前打伤了冯狗子的手，使赵大爷和刘巡长化险为夷。刘巡长将计就计再次来到黑旋风的府上，告诉了恶霸黑旋风冯狗子被抓一事，处心积虑的黑旋风得知事情不妙，拿出了四根金条叫刘巡长代为转交给孙新，认为孙新能够见钱放人。不想孙新便由此抓到了黑旋风犯法的证据，正准备予以逮捕。人民政府抓了曾危害一方的地痞恶霸黑旋风，老百姓欢歌笑语，拍手称快。得知了恶霸黑旋风得到了法办的程娘子(马以 饰)将这一好消息第一时间告诉了丈夫程宝庆，宝庆扬眉吐气，感动万分。龙须沟全院的街坊四邻在得知了恶霸黑旋风被法办的事之后，也无一不拍手称快，感谢共产党的救市救民。
